The dragon is about to overtake the horseman - he looks frightened to me and with good cause.
The dragon does not look particularly friendly at all … I would go so far as to say the dragon does not have good intentions for the horse or the horseman.
The scales are a marvel of detail! I think I would prefer a light brown frame to echo the browns in the painting and perhaps an ivory mat to bring out the dust cloud even more or maybe a green mat to bring out those awesomely detailed scales.
